Mesa Emergency Services Amateur Communications
City of Costa Mesa - Communications Department

Purpose
The purpose of this document is to acquaint prospective members with the MESAC organization and to explain the advantages, privileges and obligations of membership. When the decision is made to apply for membership, this document will outline the necessary requirements for membership and guide the applicant through the process of application.

MESAC ... the organization
The City of Costa Mesa Emergency Service Amateur Communications (M.E.S.A.C.) organization (otherwise known as MESAC), is comprised of licensed amateur radio operators dedicated to serving the community and the public in the event of emergencies and disasters. Members also frequently participate in non-emergency city and community activities where portable communications capabilities are necessary.

Members are duly authorized volunteer employees of the City of Costa Mesa, State of California. Members are classified as Disaster Services Workers and function primarily as radio operators under the jurisdiction of the Costa Mesa Communications Department. In this capacity, members provide additional communications capabilities to the City Emergency Services departments using amateur radio frequencies in support of and separate from the Countywide Coordinated Communications System.

Operation and overall conduct of the MESAC organization is governed by a written set of By-laws (separate document available on request). These By-laws identify various key officers by position, and define their specific duties within the organization. The By-laws also identify several positions (activities) to which members have the opportunity to volunteer. Through participation in the various activities associated with these positions, members serve both MESAC and the community.

Meetings are held once a month in which plans for future activities are discussed, assignments made and reviews conducted of previous activities.

MESAC is a member of the Orange County Radio Amateur Civil Emergency Service, (R.A.C.E.S.). MESAC personnel may be utilized when RACES is activated, but only after authorization has been given to activate the organization in an official capacity by the City's Communication's department.


Motivation ... and need
When emergencies and disasters occur, the loss of critical communications circuits due to outages and/or overload is highly probable. It is to be expected that during major disasters, emergency service workers and communications circuits will be overwhelmed, potentially leaving some areas without services for days. Trained volunteers will be needed to help fill the void in communications.


Advantages ... of membership
MESAC is the best place to volunteer your time and communications skills in serving the community during emergencies or disasters. MESAC also provides the opportunity to participate as volunteers in many non-emergency activities.

MESAC sponsored training in related communications topics provide opportunities to improve communications skills and equipment usage.

An opportunity to learn from highly skilled MESAC peer members having various expertise in the communications field.

Community Emergency Response Team (CERT) , First Aid, CPR and Search and Rescue (SAR) training is available at no cost to MESAC members.

MESAC provides the opportunity to socialize with members and others in the community.


Privileges
Use of the city owned repeater N6TVZ located atop the City Hall building during non-emergency conditions is available to all MESAC members.

Use of the repeater Auto-patch is available to active MESAC members.


Obligations ... of members
Active MESAC members are obligated to purchase the authorized MESAC uniform and wear to all activation call-outs and other official functions.

Members are expected to participate in scheduled MESAC activities.

The weekly radio Net meets every Monday at 1915 hours and include news and announcements and roll call of all members.

The monthly organization meetings are held the fourth Wednesday of each month.

MESAC and community sponsored activities occur throughout the year and provide opportunities to exercise communications skills and review radio equipment use.

Members are expected to adhere to all FCC Rules and Regulations, and to use proper radio communications procedures at all times.

Members are expected to be familiar with all functions of their radio equipment and to be knowledgeable of the operation and procedures of the Emergency Operations Center (EOC). Members are expected to observe proper Net protocol during emergency call-outs and other MESAC authorized communications activities.

Members are expected to maintain their radio equipment in operating condition and to be prepared for extended periods of (battery operated) use.

Immediately upon becoming aware of a possible disaster, members will be expected to monitor the MESAC repeater channel (147.060 MHz) and the simplex channel (144.330 MHz) for possible call-out or other instructions.

Members are expected to report for duty (when practical) during any unscheduled call-out, but only after first ensuring the well-being of their families.

Under no circumstances are members to act on behalf of the City of Costa Mesa, the MESAC organization or RACES, unless officially activated by the Costa Mesa Communications Department. No member will respond to the scene of an incident unless directed to do so by the Communication's Department or MESAC official. Responding to the scene of an incident as representing MESAC without being officially dispatched is grounds for immediate dismissal from MESAC.


Requirements ... for membership
A valid FCC license is required of all MESAC personnel.


Active
To become an Active member, candidates must;

1. Be at least 18 years old.
2. Must attend three consecutive monthly meetings prior to submitting an application.
3. Must actively participate (check-in) in the weekly NET.
4. Must be qualifiable as a volunteer employee of the City of Costa Mesa.
5. Must maintain active status through participation in planned activities.
6. Must be committed to serve MESAC and the community.


Auxiliary
The Auxiliary membership classification is assigned to prospective members;

1. Who do not meet one or more requirements for Active membership.
2. Who are unable, or desire to not participate at the level of commitment required of Active members.
3. Those who are committed to Active membership, but have not completed the required prerequisites or are waiting application approval.
4. Those who live outside the city and do not have direct ties with the city, yet are willing to serve in a supporting capacity.


Visitor
The amateur radio community is welcome to participate in the weekly radio NETs and attend an occasional monthly meeting. There are no obligations/privileges associated with the visitor classification. Professional conduct is required of all visitors. Visitors may not actively participate in official events or activities, scheduled and un-scheduled, and may not profess to represent MESAC in any manner.


Application ... the process
Prospective members undergo a formal application process.

Upon completion of the required attendance requirements, a written application shall be submitted to the City of Costa Mesa. Citizenship will be verified through a criminal history and driver's license/driving record check by the Costa Mesa Police department.

Once approved, members will be issued a city identification card and will be authorized to wear the distinctive MESAC uniform while on official duty with the organization.
