| MESAC Mesa Emergency Services Amateur Communications City of Costa Mesa - Communications Department Purpose Make a difference in your life and in your community. Join and become a MESAC volunteer. MESAC ... the organization Members are duly authorized volunteer employees of the City of Costa Mesa, State of California. Members are classified as Disaster Services Workers and function primarily as radio operators under the jurisdiction of the Costa Mesa Communications Department. In this capacity, members provide additional communications capabilities to the City Emergency Services departments using amateur radio frequencies in support of and separate from the Countywide Coordinated Communications System. Operation and overall conduct of the MESAC organization is governed by a written set of By-laws (separate document available on request). These By-laws identify various key officers by position, and define their specific duties within the organization. The By-laws also identify several positions (activities) to which members have the opportunity to volunteer. Through participation in the various activities associated with these positions, members serve both MESAC and the community. Meetings are held once a month in which plans for future activities are discussed, assignments made and reviews conducted of previous activities. MESAC is a member of the Orange County Radio Amateur Civil Emergency Service, (R.A.C.E.S.). MESAC personnel may be utilized when RACES is activated, but only after authorization has been given to activate the organization in an official capacity by the City's Communication's department. Motivation ... and need Advantages ... of membership MESAC sponsored training in related communications topics provide opportunities to improve communications skills and equipment usage. An opportunity to learn from highly skilled MESAC peer members having various expertise in the communications field. Community Emergency Response Team (CERT) , First Aid, CPR and Search and Rescue (SAR) training is available at no cost to MESAC members. MESAC provides the opportunity to socialize with members and others in the community. Privileges Use of the repeater Auto-patch is available to active MESAC members. Obligations ... of members Members are expected to participate in scheduled MESAC activities. The weekly radio Net meets every Monday at 1915 hours and include news and announcements and roll call of all members. The monthly organization meetings are held the fourth Wednesday of each month. MESAC and community sponsored activities occur throughout the year and provide opportunities to exercise communications skills and review radio equipment use. Members are expected to adhere to all FCC Rules and Regulations, and to use proper radio communications procedures at all times. Members are expected to be familiar with all functions of their radio equipment and to be knowledgeable of the operation and procedures of the Emergency Operations Center (EOC). Members are expected to observe proper Net protocol during emergency call-outs and other MESAC authorized communications activities. Members are expected to maintain their radio equipment in operating condition and to be prepared for extended periods of (battery operated) use. Immediately upon becoming aware of a possible disaster, members will be expected to monitor the MESAC repeater channel (147.060 MHz) and the simplex channel (144.330 MHz) for possible call-out or other instructions. Members are expected to report for duty (when practical) during any unscheduled call-out, but only after first ensuring the well-being of their families. Under no circumstances are members to act on behalf of the City of Costa Mesa, the MESAC organization or RACES, unless officially activated by the Costa Mesa Communications Department. No member will respond to the scene of an incident unless directed to do so by the Communication's Department or MESAC official. Responding to the scene of an incident as representing MESAC without being officially dispatched is grounds for immediate dismissal from MESAC. Requirements ... for membership Active 1. Be at least 18 years old. Auxiliary Visitor Application ... the process Upon completion of the required attendance requirements, a written application shall be submitted to the City of Costa Mesa. Citizenship will be verified through a criminal history and driver's license/driving record check by the Costa Mesa Police department. Once approved, members will be issued a city identification card and will be authorized to wear the distinctive MESAC uniform while on official duty with the organization.
